ABSTRACT

As government and public administration lag behind the rapid development of AI in their efforts to provide adequate governance, they need respective concepts to keep pace with this dynamic progress. The literature provides few answers to the question of how government and public administration should respond to the great challenges associated with AI and use regulation to prevent harm. This study analyzes AI challenges and former AI regulation approaches. Based on this analysis and regulation theory, an integrated AI governance framework is developed that compiles key aspects of AI governance and provides a guide for the regulatory process of AI and its application. The article concludes with theoretical implications and recommendations for public officers.  相似文献

Although several literature reviews have been published on public service motivation (PSM), none of them focused solely on Africa. Adopting a systematic review of the literature, we analyse articles on PSM scholarship in Africa published between 2005 and 2017. We found that authors in African PSM is consistently increasing with their research published in highly ranked peer-reviewed journals. The antecedents and consequences of African PSM are similar to those of Western countries. Finally, respondents of African PSM scholarship are skewed towards “managerist” and students’ perspective. We proposed agenda for African PSM research with four key interest areas.  相似文献

This paper analyses how public employees at two Chilean government offices constructed their occupational identities. In contrast to the vast majority of previous work, which took the 1920s as its starting point, this study focuses on the period between 1880 and 1920. Additionally, the construction of identity is analysed in direct relation to performance in the workplace. The paper asserts that public criticism of their performance prompted public employees to develop an image of themselves based on the concept of their honourability as competent and honest workers.  相似文献

健全充满活力的基层群众自治制度,着力推进基层直接民主制度化、规范化、程序化是党的十九届四中全会决定的要求。通过开展基层社会治理体系和治理能力现代化研究,探索建立"自治、法治、德治"相结合的现代基层治理体系,加快形成共建共治共享的现代基层社会治理新格局。面对地方治理需求侧(社会公民的期望)与地方治理供给侧(地方政府能力)之间的落差,应摒弃地方政府与基层组织二元对立模式,建立全新的"分权、互动"基层自治的理论分析框架,将多元主体纳入地方治理体系来共同履行公共职责。通过借鉴国外的经验并经过创造性转化,为基层自治提供包括培养自治能力、培育自治组织、强化城乡社区自治协商、衔接居民自治与村民自治在内的充分而有效的制度供给。  相似文献

管理行政是在近代民主政治的框架中形成的,以民主政治为其政治生态。政治—行政二分原则的确立既使行政在工具的意义上获得了相对于政治的独立性,又使行政必须受到政治的监督和控制。在此条件下,管理行政拥有了形式公共性。然而,随着实质公共性追求的确立,作为工具性行政的管理行政受到了挑战。在社会的高度复杂性和高度不确定性的条件下,促进合作的需要和社会治理主体的多元化等要求管理行政转变为服务行政。服务行政难以在形式民主的条件下得到实现,与之相适应的应是一种合作政治的生态。  相似文献

A growing body of scholarship analyzes the emergence and resilience of forced labor in developing countries within global value chains. However, little is known about how forced labor arises within domestic supply chains concentrated within national borders, producing products for domestic consumption. We conduct one of the first studies of forced labor in domestic supply chains, through a cross‐industry comparison of the regulatory gaps surrounding forced labor in the United Kingdom. We find that understanding the dynamics of forced labor in domestic supply chains requires us to conceptually modify the global value chain framework to understand similarities and differences across these contexts. We conclude that addressing the governance gaps that surround forced labor will require scholars and policymakers to carefully refine their thinking about how we might design operative governance that effectively engages with local variation.  相似文献

Explorations on the value profiles of current and prospective public organisation employees in China are scarce. The current study investigates this critical issue. Data were collected via a questionnaire from graduate students enrolled in a school of public administration in China. The sample consisted of both full‐time students who were prepared to pursue their careers in public organisations upon graduation, and part‐time students who were mostly public organisation employees. Multivariate analyses of covariance (MANCOVAs) and analyses of covariance (ANCOVAs) were used for data analysis. The results show that there are consistent value preferences among all students, and some noteworthy patterns in the relationship between value profiles and demographic and work‐related features. The results also shed light on whether a unique value set could differentiate various types of organisations, and demonstrate that employees in the core public service perceive higher level of value congruence than those in parapublic sectors. These findings provide implications and insights for the management practices in public organisations.  相似文献

Contemporary research on electoral integrity has focused on the functioning, evaluation, and legitimacy of electoral processes in emerging democracies. By contrast, this study investigates whether a failed election in a well-established democracy can affect individuals' evaluations of the electoral management body, the Election Authority, and whether those evaluations affect satisfaction with democracy. Using the case of a Swedish regional election in 2010 that had to be rerun due to procedural mistakes in the vote handling, we found that, in the short term, individuals’ confidence in the Election Authority was reduced after it was announced that the election had to be rerun because of the mistakes. Subsequently, this decreased confidence was strongly associated with less satisfaction with democracy at the regional and national level. As good news for the authority, after a successful rerun election, confidence rebounded to the levels prior to the failed election.  相似文献
